During a press conference, Benjamin explained that the policy is based on the guidance from Prof. Tahir Mamman, the Honourable Minister of Education and Chairman of the 2024 tertiary admission policy meeting. The minimum age for admission remains 16, in line with the decision made at the policy meeting.

The policy aims to uphold the integrity of the education system. Benjamin highlighted concerns about false affidavits and doctored age adjustments on National Identification Number (NIN) slips being submitted to JAMB, which he deemed harmful and unnecessary. Only candidates who are at least 16 years old at the time of admission will be considered eligible.

Benjamin also criticized certain unapproved admission practices, such as “Daily-Part-Time” (DPT) programs offered by some polytechnics and “Top Up” (TU) programs by universities. These programs, he stated, are not sanctioned by the National Board for Technical Education (NBTE) or the National Universities Commission (NUC), and are considered fraudulent. They undermine quality control, approved quotas for full-time admissions, and could mislead candidates with low UTME scores.

He cited the example of Adeseun Ogundoyin Polytechnic, Eruwa, which advertised a two-year DPT program. Benjamin clarified that such programs are unauthorized and may harm both candidates and the education system by allowing institutions to exceed approved capacities and blend part-time students with full-time students.
