As Lagos awakens to the usual cacophony of traffic, dispatch riders are a vital part of the city’s fast-paced environment. Equipped with helmets and box-like containers, they deliver everything from food to strange packages. However, a darker side to their operations has emerged: many are now unknowingly involved in transporting narcotics and mystical items.

Once regarded as essential during the COVID-19 lockdown, these riders now face a dual role. The rise in the use of motorcycles for drug trafficking has embedded these riders into a complex, hidden network of drug delivery. They also transport items intended for spiritual rituals, including traditional herbs and even live animals.

Ahmed Ibrahim, a seasoned rider, describes his typical day, which often involves delivering peculiar and mysterious packages. From a bundle wrapped in colorful cloth to a wooden box adorned with strange symbols, each delivery comes with specific, sometimes ominous instructions. Despite the odd nature of his cargo, Ibrahim and his colleagues continue their routines, navigating Lagos’ chaotic streets with little regard for the true contents of their deliveries.

In the broader context of Nigeria’s drug war, the role of dispatch riders as drug couriers reflects the adaptability of criminal networks. Drugs are often hidden in everyday items like food boxes or grocery bags, and riders, usually unaware of their illicit contents, deliver them to various locations.

In June 2022, the National Drug Law Enforcement Agency (NDLEA) revealed that dispatch riders had become key players in drug distribution. NDLEA Lagos State Commander, Alumona Callys, noted that between December 2021 and the time of the report, 336 suspects were arrested, with 56 convicted. The agency continues to address the issue, emphasizing that the fight against drug abuse and trafficking is ongoing.

To investigate this covert trade, our correspondent conducted an experiment involving seemingly innocuous parcels sent to different locations. The deliveries, arranged through an individual claiming to work for a dispatch company, arrived intact despite initial difficulties in verifying the company’s legitimacy. The experiment revealed how easily illegal goods are integrated into everyday delivery services.

A counter-terrorism expert pointed out that dispatch riders are a common sight in Nigerian cities, making it difficult for law enforcement to identify illicit activities. The anonymity and constant movement of these riders provide cover for illegal transactions.

While some dispatch riders are aware of their involvement in illegal activities, many are unwitting participants, motivated by financial desperation or coercion. The average rider’s modest income makes the promise of extra cash for “special deliveries” tempting. However, the risk of severe penalties for drug possession remains high.

One rider, Segun, shared his experience of delivering a package that he later discovered contained cannabis. Despite his initial reluctance, he chose to return the package, avoiding potential legal trouble. This incident underscores the moral and ethical dilemmas faced by riders who may engage in illegal activities despite knowing the risks.

Technology plays a crucial role in this underground trade, with mobile apps and encrypted messaging facilitating anonymous transactions and precise delivery coordination. The ease of ordering and delivering illicit substances underscores the challenges facing law enforcement in combating this hidden aspect of the courier industry.
