Speaking during an interview on Channels Television, the governor said the activities of these “moles” have made it difficult for security operatives to successfully track and arrest bandits.
Radda specifically mentioned a notorious bandit identified as Mohammed, claiming that the suspect receives intelligence from insiders within both communities and official circles, enabling him to evade capture.
According to the governor, the bandit often obtains details of security operations shortly after meetings are held, including planned strategies and troop movements.
He further alleged that informants within affected communities alert the criminals whenever security personnel are mobilised to certain areas, allowing them to avoid arrest or even stage ambushes against operatives.
Radda also claimed that the bandit leader has adopted tactics aimed at inciting communities to protest against government actions in order to discourage security operations against him.
The governor lamented that the widespread presence of informants within communities and institutions has complicated the fight against insecurity in Katsina State.
On negotiations with bandits, Radda disclosed that although he was initially opposed to dialogue with criminal groups, some communities pressured his administration to permit peace talks due to the persistent attacks and lack of adequate protection.
He explained that he eventually allowed the communities to negotiate independently with the bandits, stressing that he did not personally participate in the discussions.
According to him, some local government areas that entered into peace agreements with bandits have reportedly enjoyed relative peace and have not recorded attacks for over a year.
Despite this, the governor maintained that he would not personally initiate negotiations with bandits, although he said he would be willing to engage in talks if approached from a position of strength rather than weakness.
