The Rivers State House of Assembly has postponed deliberations on Governor Siminalayi Fubara’s request for approval of the state’s Medium-Term Expenditure Framework (MTEF) covering the 2026–2028 fiscal period.....KINDLY READ THE FULL STORY HERE▶

The governor’s proposal was presented during plenary after lawmakers reconvened to consider correspondence transmitted by the executive arm.

The MTEF serves as a critical fiscal planning document, outlining government revenue projections, expenditure estimates, and economic priorities over a three-year period. It also provides the foundation for the preparation of annual budgets.

During the session, Speaker Martin Amaewhule observed that the last Medium-Term Expenditure Framework reviewed by the Assembly was submitted in 2022 under the previous administration.

He noted that, in line with established budgetary procedures, the new framework should ordinarily have been presented in September 2025.

Despite the delay, Amaewhule said the Assembly was prepared to consider the document in the interest of the state and its residents.

Following a motion moved by lawmakers to defer debate on the framework, the House resolved to postpone further deliberations until a later date.

The Assembly subsequently adjourned plenary.

Lawmakers are expected to reconvene on June 26 to continue consideration of the MTEF.

The framework is regarded as a vital component in the process leading to the preparation and presentation of the 2026 Appropriation Bill.

The development comes amid efforts to strengthen cooperation between the executive and legislative arms of government following prolonged political disagreements, particularly on fiscal and budget-related matters in the state.
