Engr. Faruk Yusuf Yabo, the Permanent Secretary of the Special Duties Office in the Office of the Head of Civil Service of the Federation, emphasized the strategic significance of these orders. Issued on May 18, 2017, by then-Acting President Prof. Yemi Osinbajo, the orders aim to ensure effective budget implementation, support local content in public procurement, and foster an enabling environment for businesses.

To achieve these objectives, MDAs were directed to strictly adhere to the provisions of the Executive Orders as outlined in the Guidelines for Implementation. The implementation timelines specified in the orders are crucial, and MDAs are expected to submit timely returns to the Office of the Secretary to the Government of the Federation and the Office of the Head of Civil Service of the Federation.

Yabo highlighted the role of training workshops organized by the Head of Service of the Federation and the Acting Secretary to the Government of the Federation. These workshops aimed to drive the implementation and operationalization of the Executive Orders, starting with Head of Agencies.

Furthermore, the Enabling Business Environment Secretariat (EBES) and the Bureau for Public Service Reforms (BPSR) were identified as key entities to assist in the facilitation of the Executive Orders. MDAs were instructed to submit their Operationalization Plans (OP) ahead of workshops, covering Service Level Agreements, Customer Interface Mechanism, and Communication Strategy.

Mrs. Aimeya Okpebholo, Senior Reform Leader at the Presidential Enabling Business Environment Council (PEBEC), presented on Executive Order 001, focusing on promoting transparency and efficiency in the business environment. She highlighted six directives, including transparency, default approval, port operations, business registration, and the entry and experience of visitors and travelers.

Alhaji Madu Uba, a Research Fellow at the Public Service Institute of Nigeria, provided insights into Executive Orders 002 and 003. Executive Order 002 emphasizes the preference for made-in-Nigeria products in procurement, allocating at least 40% of the procurement expenditure in MDAs to locally manufactured goods or services. The specified items include uniforms, footwear, food and beverages, furniture, stationery, motor vehicles, pharmaceuticals, construction materials, and information and communication technology.
