The official likened the situation at the CBN to a company managing over 500 staff, with approximately 200 commuting to work from other states to the head office. Drawing parallels, the official justified the relocation to Lagos, emphasizing the imperative to enhance safety and productivity for the affected staff.
The transfer primarily affects specific departments, including the Bank Supervision Department, with the objective of increasing the efficiency of the relocated staff, reducing costs, and ensuring their well-being. The identified departments for relocation were specified as Banking Supervision, Other Financial Institutions Supervision, Consumer Protection Department, Payment System Management Department, and Financial Policy Regulations Department.
The CBN official, referencing Governor Yemi Cardoso’s directive, noted that the bank’s headquarters are predominantly in Lagos. Historically, staff from Abuja have been temporarily assigned to work in Lagos, necessitating frequent travel. The official argued that such constant commuting poses safety risks and is economically inefficient for the bank.
The memo disclosed that the Abuja office’s capacity is designed for 3,000 staff, yet the current workforce exceeds 4,000, posing a threat to facilities and staff security. The decongestion plan involves relocating 1,533 staff to other CBN facilities within Abuja, Lagos, and understaffed branches to optimize the operational environment and comply with building safety standards.
The memo further stressed the need for compliance with building regulations, citing safety concerns, reduced efficiency, and potential structural integrity compromise due to exceeding the designed capacity. The decongestion initiative is anticipated to enhance operational and workflow efficiency within the apex bank.
