These MDAs, including entities such as the Office of the Surveyor-General of the Federation and the Airforce Institute of Technology, reportedly conducted extra-budgetary spending amounting to N284bn during the 2020 fiscal year. This disclosure emerged from the most recent 2020 Audited Report on government finances, which the OAuGF submitted to the National Assembly.
Despite being two years overdue, the report, which should have been presented to the National Assembly in 2021 as per constitutional requirements, was submitted through a letter dated November 30, 2023, with the reference AuGF/AR.2020/01.
According to Section 80 (2) of the 1999 Constitution as amended, funds from the Consolidated Revenue Fund of the Federation should only be withdrawn to meet authorized expenditures outlined in the Constitution or through Appropriation Acts, Supplementary Appropriation Acts, or Acts passed pursuant to Section 81 of the Constitution.
The report revealed that the affected MDAs spent a total of N361bn, a stark contrast to the N76bn allocated in the 2020 Appropriation Act. The OAuGF highlighted that the MDAs failed to disclose the sources of the additional spending and did not provide evidence of supplementary appropriation or approved virement.
The report accused the accounting officers of the implicated MDAs of neglecting to establish and maintain proper budgetary and accounting systems to enhance internal control, accountability, and transparency.
Among the findings, 18 MDAs were identified to have incurred an overhead expenditure of N129bn without proper budgetary provisions, a violation of constitutional requirements. The Accountant-General, in response, argued that these MDAs had waivers to spend a percentage of their revenue to sustain themselves.
Additionally, the report pointed out that 34 MDAs reported zero overhead expenditure despite having a total budget of N6.9bn, with no additional information disclosed to explain how these entities operated without incurring overhead costs.
The Audited Report disclosed that while N7bn was budgeted for Employee Benefits, a total of N335bn was expended, and N14bn was spent on subsidies without budgetary provisions. These revelations underscore the need for stronger financial accountability measures within the government’s various departments and agencies.
