Governor Abba Yusuf signed an Executive Order on Friday evening that immediately prohibits the creation, recruitment, and operation of any Hisbah entity outside the statutory Kano State Hisbah Board.

The Commissioner for Information and Internal Affairs briefed journalists in Kano, explaining that the order aims to preserve public order and uphold the legal authority of the existing Hisbah Board.

Authorities expressed concern that certain individuals were allegedly mobilizing and enlisting people into the unapproved outfit, a move deemed unlawful and capable of threatening the state’s security framework.

The Executive Order, titled “Kano State Government (Prohibition of the Independent Hisbah Fisabilillahi) Order 2025,” declared the proposed group illegal in clear terms.

“It shall be unlawful for any individual or organization to recruit, assemble, mobilize, train, or deploy personnel to operate a parallel Hisbah or similar enforcement body,” the order states, adding that any activities related to such a group are “unlawful, illegal, and void.”

The government has instructed all security agencies, including the Nigeria Police, DSS, and NSCDC, to immediately investigate the organizers and sponsors of the banned group. The public has been warned against participating in, supporting, or affiliating with the Independent Hisbah Fisabilillahi, as such actions constitute violations of state law. Offenders may face prosecution under existing legislation for offenses including unlawful assembly, impersonation of authorities, and establishing unauthorized enforcement groups.
