The official signing ceremony took place at the ministry’s headquarters in Abuja, with the Permanent Secretary, James Sule, representing the minister. A statement from the Deputy Director of Information and Public Relations, Bolaji Kazeem, announced the event.
Minister Gaidam emphasized that the signing of the performance contract was aimed at formalizing the directors’ commitment to excellence, accountability, and result-driven management. He highlighted the importance of improving the quality of life for citizens and setting Nigeria on a path toward sustainable development.
“It is essential to recognize that Nigerian citizens depend on us to implement policies, programs, and projects that enhance their well-being and contribute significantly to the Gross Domestic Product (GDP),” Gaidam stated. “As custodians of public trust, we must ensure transparency and accountability in our service delivery to promote sustainable development.”
He explained that the priority areas were divided into ministerial deliverables, which were signed by all honorable ministers and permanent secretaries as performance bonds with the President in October 2023.
Gaidam further noted that the performance contract was not merely about achieving targets; it also included specific performance objectives and standards to be met within designated timeframes to promote excellence in public service. He urged the directors to oversee the performance delivery process within their departments, reinforcing security for peace and prosperity. He added that the process encourages ongoing learning, regular reviews, and feedback mechanisms while providing opportunities to address performance gaps and challenges.
The ministerial mandate is a crucial aspect of government policy, showcasing the performance of all ministries, departments, and agencies (MDAs) regarding the implementation of President Bola Ahmed Tinubu’s eight priority areas.
In her welcome address, the Director of Planning, Research, and Statistics, Mrs. Azeez Margaret, stated that the contract represents more than just a document; it is a commitment to uphold standards, exceed expectations, and remain accountable for delivering results that will advance the organization. “Effective performance management serves not only as a tool for evaluating our strengths and areas for improvement but also as a roadmap for growth, innovation, and excellence,” she noted.
Earlier, Professor Adeyemi Ajayi, who facilitated the performance bond signing, mentioned that out of 19 ministries he had assisted in implementing their Performance Management System (PMS), the Ministry of Police Affairs was the only one that had signed, trained staff, and developed job descriptions for departmental employees. He stated that the performance contract aims to hold everyone accountable for their job performance and emphasized the need for directors to relay the responsibilities down to their staff following the signing of the contract.
