The Enugu State House of Assembly has successfully passed a bill authorizing the establishment of an agency tasked with overseeing both government-owned and privately operated ranches within the state. The legislation, championed by Clifford Obe, representing Igbo-Eze North Constituency II, aims to quell the longstanding conflict between farmers and herders in the region.
Obe underscored the detrimental impact of the farmers-herders crisis on agricultural productivity and public safety, citing instances of land displacement, increased criminal activities, and rural-urban migration as direct consequences. He emphasized that the proposed agency would instill a sense of security among residents by mandating registration for herders entering communities, curbing criminal activities, and ensuring proper management of cattle within urban and rural areas. Moreover, Obe highlighted the potential for revenue generation through taxation of herders, previously exempt from such obligations.
Supporting the bill, Okechukwu Aneke, representing Udi South Constituency, dispelled concerns regarding its implications, emphasizing the bill’s inclusive approach beyond specific ethnic groups. Aneke reiterated the agency’s role in regulating herding activities and distinguishing legitimate herders from those engaging in unlawful practices.
Echoing similar sentiments, Chima Obieze lamented the misconceptions surrounding the bill and urged against unwarranted criticism. He emphasized the importance of upholding existing laws while fostering an environment conducive to diverse economic activities, including nomadic herding, within the state.
The passage of this bill signifies a proactive step by the Enugu State government towards addressing longstanding challenges and promoting peaceful coexistence among diverse communities.
