I was recruited from London, Great Britain, by the Federal Civil Service Commission and seconded to the Ministry of Petroleum Resources. During my tenure, specifically from the end of 1992 to early 1993, I served as the Chief Engineer at the Nigerian National Petroleum Corporation (NNPC). At that time, I was assigned to a significant project involving the Mobil-NNPC Joint Venture in Princeton, New Jersey, USA.

The assignment comprised a team of 10 expatriate management professionals, and our primary task was to verify and confirm the representations made by various consortia that submitted bids for the Engineering, Procurement, and Construction (EPC) contract of the Quo-Ibow (QIT) Terminal (Upgrade) Expansion. The three consortia in contention were JGC/BOS, ABB Group, and Spie-Sofresid. To address uncertainties in their bid documents, we sent questionnaires to each consortium seeking clarifications.

The bid evaluation progressed as scheduled, but during a crucial phase of the analysis, the team leader of the Task Force, who was also a Manager with the partner, abruptly concluded the exercise. On the last day of the program, he declared Spie-Sofresid as the most competitive bidder and the winner of the contract, even though Spie-Sofresid had not responded to the questionnaire. This decision prompted a Task Force meeting in Princeton, where I raised concerns about the grey areas that Spie-Sofresid needed to clarify, particularly regarding prices in certain areas.
