Governor Sani argued that cash transfer, especially in the current situation, should not be considered as a viable solution. He referred to his experience overseeing the banking sector and the economy as the Chairman of the Committee of Banking for four years in Nigeria, stating that about 70 to 75 percent of the rural population in the North West are financially excluded, and many do not even have bank accounts. He questioned the feasibility of transferring money to people who are not financially included.
The Governor emphasized the importance of focusing on financial inclusion for the vulnerable population. He called on development partners, including the World Bank, to invest in initiatives that would bring more people into the financial services sector. According to him, opening bank accounts for the vulnerable is crucial to ensure that the money reaches the right beneficiaries.
President Bola Tinubu had earlier unveiled a plan for the government to provide a monthly N8,000 transfer to 12 million of the poorest households in the country for six months, as a measure to offset the effects of the fuel subsidy removal. However, the proposal faced public outcry, leading the Federal Government to reconsider the move.
The National Executive Council (NEC) also discussed palliative measures for Nigerians following the removal of the petrol subsidy and the recent hike in petrol prices. Cash transfers were to be carried out through state social registers, and the states were urged to strengthen energy transition plans in the transport sector.
Governor Sani’s comments shed light on the complexities of implementing cash transfer policies and the need to address financial inclusion to ensure effective delivery of assistance to the vulnerable population.
