The decision comes in response to pressure from herdsmen groups, particularly the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), which advocated for a dedicated ministry for their interests. Currently, livestock matters fall under the Federal Ministry of Agriculture and Food Security’s Technical and Service Departments.

By conceding to these demands, the president has set a precedent, as herders—whose armed factions contribute to national insecurity—will be the first ethnic-based group to receive a separate federal ministry. This development may reinforce the perception that they have achieved this through coercion.

Simply promoting a department to a full ministry is unlikely to resolve the complex issues facing herders or alleviate the challenges they pose to Nigerians. This move risks merely providing a bureaucratic framework without addressing the underlying violence and tensions.

Herders assert their rights to land traditionally used for grazing, leading to conflicts with indigenous communities. The resulting violence reflects a rejection of these claims by landowners, and herders often resist state regulations governing their activities. The creation of a separate ministry may not encourage peaceful coexistence but could instead exacerbate tensions.

While acknowledging the unique challenges faced by the pastoralist community, the pressing issue remains: how to settle herders into ranches without infringing on the rights of landowners and farmers.

Previous efforts by former President Muhammadu Buhari, such as the establishment of RUGA settlements and the National Livestock Transformation Plan, failed due to strong opposition from landowners.

It’s crucial to recognize that livestock farming is not confined to any one tribe. Government policies should be inclusive and attractive to all potential investors. Livestock should be raised on legally owned, purchased, or rented properties, with non-Nigerian herders expelled and indigenous herders adhering to state laws. Livestock policy must not serve as a guise for ethnic land appropriation.
