This announcement was made by the Deputy Senate President, Senator Jibrin Barau, following a closed-door session where lawmakers debated attempts by some state governments to evade the Supreme Court’s ruling issued on July 11.
Senate Rejects Bill on Private Investigators in Nigeria
In another development, the Senate has rejected a bill aimed at establishing regulations and guidelines for private investigations in Nigeria. The bill, introduced by Senator Osita Ngwu (PDP, Enugu West), was dismissed by the majority of members during discussions in the Red Chamber.
In his opening remarks, Senator Ngwu, who is also the Senate Minority Whip, outlined the bill’s objectives, which include creating a framework for the licensing and regulation of private investigators and setting standards for their professional conduct. He noted that private investigation is a well-established profession in countries like the United Kingdom, the United States, Australia, and Canada.
Senator Ngwu mentioned that many private investigators come from backgrounds in law enforcement, the military, and intelligence sectors. He emphasized the growing global trend of requiring licenses for private investigators to uphold ethical standards.
“The bill aims to prevent, detect, assess, and resolve fraud; manage corporate fraud and risk; investigate insurance fraud and claims; and handle aviation, marine, and occupational health and safety incidents,” he explained.
He added that the bill defines the profession’s scope, ensures professional standards, provides penalties for negligence, prescribes offenses for operating without a license, and encourages industry-based training to enhance skills. “The goal is to professionalize the industry without any financial implications,” Senator Ngwu stated.
During the debate, while Senate Deputy Minority Leader Senator Olalere Oyewumi and Senator Victor Umeh supported the bill, other senators, including Adams Oshiomhole, Iya Abbas, and Mustapha Saliu, opposed it, labeling it a potential source of personal conflicts.
After hearing various arguments, Senate President Godswill Akpabio urged the bill’s sponsor to withdraw it for further legislative refinement, which he promptly did.
