As of December 15, 2023, Kyari reported that approximately 84.4% of the crucial Area-5 Plant and 77.4% of the overall rehabilitation project had been completed. He emphasized the commitment to ensuring the refinery is re-streamed to deliver value to Nigerians, stating, “We are done with phase one. We will complete phase two as promised within 2024, maximum – the last quarter of 2024.”
Speaking at the meeting, the Managing Director of the Port-Harcourt Refinery Company, Ibrahim Onoja, highlighted that the renewed plant, upon completion, will serve Nigeria for decades, lasting for another 50 years. Onoja emphasized the multifaceted benefits, including job creation, feedstock for industries, revenue generation, foreign exchange, and enhanced energy security.
The Minister of State for Petroleum Resources (Gas), Ekperikpe Ekpo, added that the Port-Harcourt Refinery Company (PHRC) would produce cooking gas, contributing to a reduction in the importation of the commodity.
In a significant development reported yesterday, the NNPCL announced the completion of the Area 5 section of the Port-Harcourt refinery, marking successful mechanical completion and flare start-up. The federal government had approved a $1.5 billion contract for the rehabilitation of the 210,000-barrel capacity Port-Harcourt refinery in March 2021. The rehabilitation, awarded to Tecnimont SPA, an Italian company, is being executed in three phases spanning 18, 24, and 44 months.
