Tinubu Shuts Down NASS Library Fund Bill, Sparks Legislative Showdown

In a letter addressed to the Speaker of the House of Representatives and read during Tuesday’s plenary session, Tinubu acknowledged the bill’s good intentions but emphasized that several of its provisions clash with established governance frameworks.
The President pointed out that the bill proposes funding mechanisms for National Assembly agencies, taxation of federal entities, remuneration within the public sector, and adjustments related to age and service years — all of which he warned could create dangerous and unsustainable precedents.
“While the objectives of the legislation are commendable, various clauses conflict with current federal policies and laws, particularly regarding agency funding, taxation, public service compensation, and terms of service,” Tinubu noted.
He further cautioned that enacting the bill in its current state would not only violate existing regulatory structures but also compromise the public interest.
“If passed into law as is, these provisions would set a precedent that may be detrimental and unsustainable,” the President stated.
Accordingly, Tinubu informed the House that he would withhold presidential assent and urged lawmakers to revisit and revise the contentious aspects of the bill.
“I encourage the House of Representatives to address the identified concerns and take appropriate corrective measures,” his letter concluded.
The 2025 Amendment Bill aims to enhance the effectiveness and funding of the National Assembly’s legislative library system.
