The incident occurred on April 22, 2022, at a 40th birthday celebration held at Goals Sports Bar, attended by approximately 70 guests, including police officers from Bromley. A hearing conducted from October 21 to 23, 2024, confirmed the dismissal, presided over by senior officer Christopher McKay and panel members IPM Amanda Harvey and Assessor-Detective Superintendent Kirsty Mead.

According to the hearing documents, Balogun and the victim had a friendly relationship, with no prior significant conflicts. However, on the night of the incident, the victim reported that Balogun, who had been drinking, unexpectedly grabbed his glasses and dropped them. When the victim approached Balogun to address the behavior, Balogun allegedly pushed him and then bit him on the right side of his face.

Balogun disputed this account, claiming the glasses were knocked off accidentally and denying any physical aggression. However, medical reports confirmed that the victim had indeed been bitten.

The panel determined that Balogun’s actions undermined public trust in the police, constituting discreditable conduct as defined by the College of Policing Code of Ethics. Although several colleagues praised Balogun’s character and professionalism, the panel noted his previous disciplinary issues and concluded that dismissal without notice was the appropriate consequence for his actions.

In their ruling, the panel emphasized the importance of maintaining public confidence in the police and deemed Balogun’s behavior unacceptable, leading to his immediate dismissal.
