According to Okaba, the Minister of the Federal Capital Territory (FCT) was politically elevated by an Ijaw leader, who ensured his appointment as a minister and later as governor, despite opposition from many quarters.

“The Ijaws have always played a key role in the development of Rivers State. From its creation, Ijaw people, including Isaac Adaka Boro, made sacrifices. The first military governor of the state, Alfred Papapreye Diete-Spiff, was an Ijaw man who drove massive development. The first civilian governor, Melford Okilo, also spearheaded all-round progress. Even Ada George contributed significantly,” he explained.
