The suspect, who was apprehended on Wednesday morning, is being questioned by Greater Manchester Police (GMP) on suspicion of stalking and harassment. The arrest follows a police investigation that was launched after reports emerged of women being followed, filmed, and harassed in Manchester city centre.
GMP said its investigation revealed videos, which are accessible behind a paywall, containing suspected upskirting and non-consensual nudity. These videos, which were shared on platforms like TikTok, YouTube, and Instagram, reportedly garnered millions of views and attracted numerous misogynistic comments.
A spokesperson for GMP confirmed that the arrest is believed to be the first of its kind in the UK, linked to videos filmed in public places, particularly targeting women in vulnerable positions during nights out. The majority of the videos were reportedly filmed around the Peter Street and Deansgate areas of the city.
Following an appeal for women to come forward if they were affected by the videos, many victims reached out to police, describing the distress and fear the videos had caused.
Chief Inspector Stephen Wiggins expressed the force’s commitment to addressing the issue: “We took the concerns of the public really seriously on this issue and have worked hard with partners to assess the full circumstances. It is a very new and complex issue, but this is a significant development.”
Wiggins emphasized that while filming in public is legal, actions like upskirting, stalking, or harassment cross a line and will not be tolerated. “Everyone has the right to feel safe as they enjoy a night out, and these videos have made people, particularly women, not feel like that, which we can’t tolerate.”
GMP regularly deploys around 60 officers every weekend in the city’s busiest areas, with support from partners, charities, and volunteers, to combat predatory behavior and ensure the safety of vulnerable individuals.
As Manchester prepares for the busy holiday season, Wiggins reassured the public that the city centre’s nightlife remains safe and that the police are committed to taking swift action against anyone posing a threat to that safety.
