They cautioned that allowing a single entity to control the entire value chain — refining, supply, distribution, and retail — poses a serious threat to market fairness and competition.

In a statement, the Petroleum Products Retail Outlets Owners Association of Nigeria (PETROAN) voiced its concerns, joining other industry stakeholders who fear the dangers of a monopolized fuel sector.

This reaction follows a recent announcement by Dangote Petroleum Refinery, which revealed plans to begin distributing petrol and diesel across the country starting August 15, 2025. To support this effort, the company is rolling out 4,000 brand-new Compressed Natural Gas (CNG)-powered tankers, aiming to improve nationwide fuel access.

Dangote said the fuel will be available to independent marketers, petrol station owners, manufacturers, telecom firms, aviation companies, and other high-volume consumers.

Despite this open offer, PETROAN claims that many independent operators are already being sidelined.

Speaking on behalf of independent fuel dealers, PETROAN President Billy Gillis-Harry stressed that while they support Dangote’s achievements, monopolistic dominance must be avoided.

“We’re not opposed to Dangote’s success, but no single company should hold control over refining, supply, distribution, and retail at the same time. That’s a monopoly in the making, and it endangers thousands of independent operators,” he said.

Gillis-Harry further warned that over 10,000 licensed retail outlets depend on an open fuel market, which could collapse if Dangote becomes the sole distributor.
