Arsenal, who have already secured the league title this season, are set to conclude their campaign with a final match against Crystal Palace on Sunday evening.
While the Gunners’ triumph has raised expectations for the upcoming season, Owen believes serious competition will still come from the two Manchester clubs.
Speaking to Metro UK, Owen ruled out Liverpool as genuine title contenders, insisting they are not yet at the required level to compete for the championship.
He stated that Arsenal’s biggest threat next season will come from Manchester-based sides.
“I think a challenge for Arsenal next season is only going to come from Manchester,” he said.
Owen expressed confidence that Manchester City will remain strong contenders, even amid ongoing uncertainty surrounding the future of manager Pep Guardiola.
He noted that City pushed Arsenal closely in the title race and also maintained strong performances in domestic competitions.
“I think Man City will be strong, even if Pep Guardiola leaves. They ran Arsenal very close this season and, with two domestic cups, they will come back stronger,” he added.
The former England international also suggested that Manchester United could emerge as serious challengers under Michael Carrick, pointing to improved form since his arrival.
According to him, United’s recent performances indicate they could be part of the title conversation next season, while Liverpool still lack the consistency to compete at that level.
Arsenal will now aim to end their championship-winning season on a positive note when they face Crystal Palace in their final fixture.
