The chairman expressed these concerns while presiding over the resumed hearing on Wednesday. This hearing was prompted by the appearance of Rabiu Dagari, the Director-General of the Directorate for Technical Cooperation in Africa (DTCA), who informed lawmakers that staff employed since 2019 have not yet been integrated into the IPPIS database.

Hon. Yusuf Gagdi addressed the IPPIS representatives, stating, “Allegations have surfaced implicating IPPIS in the practice of collecting a 10 percent fee from agencies involved in recruitment.

It’s crucial for IPPIS to acknowledge the correspondence sent by these agencies regarding their recruitment activities.

” He continued, “Funds resulting from retirements and other sources remain unaccounted for, failing to return to the national treasury.

Despite official letters sent to IPPIS requesting the inclusion of legitimately recruited individuals, no action has been taken.”

Rabiu Dagari, during his testimony before the committee, disclosed that he had personally written two separate letters to the Accountant General of the Federation, urging the inclusion of affected staff within the IPPIS system.

Furthermore, the Director General of DTCA expressed concerns about agencies resorting to waivers to bypass established recruitment protocols, undermining the principles of merit and competence.

The ongoing investigation by the House Committee aims to shed light on these allegations, ensuring transparency and fairness within the IPPIS recruitment process.
