In a recent trial at the FCT High Court, an Economic and Financial Crimes Commission (EFCC) officer, Kazeem Yusuf, disclosed that the sum of N4.6 billion earmarked for arms funding was allegedly diverted for purposes such as ‘prayer against insecurity,’ luxury cars, and other unconventional expenditures.

The EFCC’s revelation came during the trial of former Minister of State for Finance, Bashir Yuguda, where Mr. Yusuf acted as the second prosecution witness. The defendants in the case include former National Security Adviser (NSA) Sambo Dasuki (retired), former Sokoto State Governor Attahiru Bafarawa, his son Sagir, and Dalhatu Investment Limited, a company owned by Mr. Bafarawa.

The charges brought against them include 25 counts of misappropriation, criminal breach of trust, and receiving stolen property. The allegations center around the mismanagement of funds meant for the supply of security equipment.

Mr. Yusuf, testifying before the court, stated that Dalhatu Investment Limited was one of the 78 companies implicated in receiving money from the Office of the National Security Adviser (ONSA) without proper documentation supporting contractual agreements.

According to Mr. Yusuf, an analysis of Dalhatu Investment Limited’s statement of account obtained from UBA revealed that the company received N4.6 billion in instalments between 2014 and 2015. Notably, part of this amount was purportedly used for ‘prayers for the country’ due to prevalent insecurity, as stated by Mr. Sagir, who represented the company.

The witness further detailed how the N4.6 billion was disbursed, citing beneficiaries such as Abdallah Wali, Muazu Madawaki, Ibrahim Maigoma, Yahaya Ahmed Dada, Sani Kabir, and INEC, among others. Some of the funds allegedly went towards political purposes, including gubernatorial elections and political publicity.

Surprisingly, part of the money intended for security equipment, including hand-held devices, was reportedly diverted to acquire a Lexus car. Additionally, a Hilux van and 16 Peugeot 206 cars were distributed to PDP local government chairmen in Sokoto State, with 14 Peugeot 206 vehicles recovered during the EFCC investigation.

The witness further highlighted transfers made for purposes such as settling a mortgage for Mr. Bafarawa in the UK and converting N1 billion to dollars through Bureaux de Change (BDCs).

During the trial, Mr. Yusuf affirmed that the funds sent to Dalhatu Investment Limited from ONSA and SAS accounts were not utilized for their intended purpose, and Major-General Mohammed Monguno confirmed the diversion without proper execution of contracts.

In response to the allegations, the defendants were invited by the EFCC for interviews, where they voluntarily provided statements. However, a trial-within-trial was ordered to assess the voluntariness of Mr. Sagir Attahiru’s statements, as contested by his counsel.

The trial is set to resume on February 14, shedding light on the alleged misappropriation of funds meant for critical security needs in Nigeria.
