Kalu shared these details during a press conference by the House Committee on Constitution Review, emphasizing their commitment to an efficient process. The committee had initially set a 24-month timeline for the constitution review exercise during its inauguration in Abuja on Monday.

According to Kalu, the projected schedule involves releasing the first draft in August 2024, followed by a second draft in October 2024. Zonal inputs will commence in October 2024, with ongoing public engagement to collect citizen inputs starting from October 14, 2024. The committee aims to harmonize issues by February 27-28, 2025, during a technical working retreat. Subsequently, documents from the Senate and the House of Representatives are expected to be harmonized in February 2025.

The committee anticipates completing the harmonization of the final draft amendments by April 2025, with a clean copy of the amendments’ bills agreed upon by May 12, 2025. The final report is scheduled to be laid for consideration and voting on May 22, 2025. Kalu expressed optimism that the entire process, including the concurrence of state assemblies, would be concluded by August 2025, enabling the President to receive the bills for assent.

Furthermore, Kalu urged various interest groups, including Civil Society Organizations (CSOs), labor unions, government institutions, and the general public, to submit memoranda. The thematic areas for submission include Federal Structure and Power Devolution, Local Government Autonomy, Public Revenue and Fiscal Federation, Nigerian Police and Security Architecture, Comprehensive Judicial Reforms, Electoral Reforms, Socio-economic and Cultural Rights, Traditional Institutions, Gender Issues, Independence of Oversight Institutions, Residency and Indigene Provisions, Immunity, The National Assembly, Process of State Creation, and State Access to Mining.

The committee extended the call for memoranda to cover “any other matter that will promote good governance and the welfare of all persons in our country on the principles of freedom, equality, and justice.
