The Federal Government has mandated that all Federal Civil Servants currently on study leave must furnish evidence of approval from the Office of the Head of Civil Service of the Federation. This directive, as reported by Naija News, follows the announcement by the Head of Civil Service of the Federation, Folashade Yemi-Esan, regarding the implementation of a new system aimed at regularly verifying the whereabouts of employees within the service.

A memorandum containing these instructions was circulated during the week to all permanent secretaries and subsequently shared with journalists in Abuja on Friday. These measures have been initiated in response to concerns raised in August 2021 regarding civil servants pursuing study leave with admission letters from dubious foreign universities.

Recalling previous actions taken in 2022 to require these employees to sign bonds aimed at preventing the misuse of study leave privileges, Yemi-Esan emphasized the necessity of physical verification in conjunction with the new directive. In the memo, she stated, “As part of the efforts to sustain the gains of the Integrated Personnel Payroll and Information System, it has become imperative to establish a mechanism for regular physical verification of officers in the service.”

She further directed the permanent secretaries to conduct a physical verification exercise of all staff in their ministries to ascertain the location of each officer. Additionally, officers on study leave are required to provide evidence of approval from the Office of the Head of the Civil Service of the Federation, with this information to be noted in the remark column.
