The directive was issued by the Office of the Head of the Civil Service of the Federation and signed by the Permanent Secretary of the Career Management Office, Dr Binyerem Ukaira, on behalf of the Head of Service, Didi Walson-Jack.

According to the policy, passing the confirmation or promotion examination is now a requirement not only for career advancement but also for continued employment. Officers who fail the exam three times in a row will be required to exit the service.

The new rule also introduces a strict timeline, stating that any employee who fails to sit for the confirmation examination within three years of appointment will also be asked to leave the civil service.

The government explained that the measure aligns with existing Public Service Rules and is binding on all ministries, departments, and agencies, which have been directed to ensure full compliance.

Under the arrangement, the 2026 Confirmation and Promotion Examination (COMPRO) will be conducted as a computer-based test for newly recruited officers on salary grade levels 01 to 06.

Authorities said the examination is designed to uphold standards in the public service by assessing the competence and preparedness of workers before confirmation or promotion.

Registration for the exam is already ongoing online through respective MDAs. Eligible candidates must have served for at least six months and be officially nominated to participate. They are also required to provide accurate personal details and complete all registration procedures, as failure to meet accreditation requirements will disqualify them from sitting for the test.

The examination will cover subjects including English Language, Public Service Rules, Financial Regulations, General Paper, and Computer Literacy.

Officials noted that the COMPRO test has long been part of Nigeria’s civil service framework, although enforcement of its provisions has not always been consistent in previous years.
