The controversy erupted when the Peoples’ Gazette accused Vice Admiral Ogalla of facilitating an unorganized bunkering of Nigerian crude and engaging in multimillion-naira contract-splitting fraud. In response, the Navy, through Rear Admiral Adedotun Ayo-Vaughan, Director of Information, vehemently refuted the claims, stating that arrested vessels were involved in crude oil theft and illegal bunkering, and no releases had occurred, contrary to the allegations.
