Senator Ngwu, who serves as the Senate Minority Whip, outlined the bill’s objectives, emphasizing the need for a clear regulatory framework for private investigators, along with standards for their professional conduct. He noted that private investigation is a recognized and regulated profession in countries like the UK, the US, Australia, and Canada.
Ngwu explained that private investigators often come from law enforcement, military, and intelligence backgrounds and that global trends favor licensing to ensure ethical standards are upheld. He further highlighted the bill’s scope, which included fraud prevention, corporate risk management, insurance fraud investigation, aviation and marine loss investigations, as well as other areas like locating witnesses and investigating occupational health incidents.
The bill also sought to impose penalties for unlicensed practice, encourage industry-specific training, and establish standards to maintain professionalism, all without imposing financial burdens.
Although senators like Olalere Oyewumi and Victor Umeh backed the bill, other lawmakers, including Adams Oshiomhole, Iya Abbas, and Mustapha Saliu, opposed it, warning that it could lead to personal conflicts.
After weighing the various opinions, Senate President Godswill Akpabio requested that Senator Ngwu withdraw the bill for further revisions, a move Ngwu promptly accepted.
