The President of the Economic Community of West African States (ECOWAS) Commission, Dr. Omar Alieu Touray, has voiced concerns over the reluctance of Mali, Burkina Faso, and Niger to re-engage with the regional bloc. Speaking at the 92nd Ordinary Session of the Council of Ministers in Abuja on Thursday, Dr. Touray underscored the challenges ECOWAS faces in reintegrating these nations following their announcements to withdraw.

On January 28, the military juntas in Burkina Faso, Mali, and Niger declared their intentions to leave ECOWAS, citing various grievances. Despite ongoing efforts, Dr. Touray noted that there has been little indication that these countries are willing to reconsider their decisions. He stated that ECOWAS has yet to establish a framework for negotiation with the authorities in these three Sahelian countries.

In contrast, Dr. Touray highlighted some positive developments with Guinea, another member state experiencing political instability. He mentioned that despite ECOWAS’s efforts, including the softening of sanctions and invitations to technical meetings, the right signals have not been received from Mali, Burkina Faso, and Niger.

Dr. Touray also emphasized the impact of changes in the international system on ECOWAS member states. He proposed a Special Summit on the Future of the Community to examine global developments and their impact on ECOWAS. This summit aims to rethink the bloc’s integration in terms of governance, relations with external partners, community norms and values, and approaches to emerging issues like new technologies, social media, and fake news.

Additionally, Dr. Touray raised concerns about the financial health of ECOWAS, noting that the bloc’s financial status is deteriorating due to increasing demands and complex challenges. He highlighted the need for urgent and decisive action to improve the financial situation of ECOWAS institutions.

During the meeting, Amb. Yusuf Maitama Tuggar, Nigeria’s Minister of Foreign Affairs and Chair of the ECOWAS Council of Ministers, stated that the session would address diverse and pressing issues affecting the region. The agenda includes discussions on the President’s 2024 ECOWAS Mid-Year Report, updates on the financial situation of the community, the status of tasks assigned to Community Institutions, and the resolutions of the 35th Administration and Finance Committee. Key presentations and reports, including the Auditor General’s 2024 Mid-Year Report and the outcome of the 55th Meeting of the Audit Committee, will also be reviewed to provide valuable insights into the financial health of ECOWAS.
