According to top intelligence sources who spoke to Daily Sun, operatives of the Department of State Services (DSS) and the Defence Intelligence Agency (DIA) have jointly identified several “Persons of Specific Concern” (PSC). Among them are four former militant leaders who played key roles in the Niger Delta struggle that led to the late President Umaru Musa Yar’Adua’s Amnesty Programme.

Three of these ex-warlords were reportedly part of the infamous “Big Five” during the amnesty negotiations. Two are from Rivers State, one from Bayelsa, and another from Ondo State.

Sources further disclosed that a military officer previously arrested in connection with the alleged plot—a former battalion commander in Ondo State—maintained longstanding ties with one of the Niger Delta figures currently under surveillance.

Also under scrutiny is a retired military officer from Rivers State who once headed the Presidential Amnesty Office.

While authorities have not formally accused any of these individuals of wrongdoing, their recent activities and multiple meetings with one of the detained officers have drawn “heightened intelligence interest,” according to security officials.

A senior security source told Daily Sun:

“We cannot say conclusively that they were part of any subversive activity, but when circumstantial events align in situations like this, it is only prudent that we investigate further. No one is being accused at this point — we are simply monitoring movements and interactions with individuals already cooperating with investigators.”

Suspicious Meetings Under Scrutiny

Intelligence reports suggest that three separate meetings allegedly took place between some of the suspects and one of the arrested officers in Kaduna, Minna (Niger State), and Port Harcourt. These gatherings have now become a major focus of the investigation.

“Those currently designated as Persons of Specific Concern are being profiled, and their activities closely monitored. For instance, what could have necessitated three meetings with an officer now in custody?” another source queried.

Findings indicate that the renewed scrutiny may also be connected to grievances over the allocation of federal contracts and patronage in the Niger Delta.

According to insiders, the individuals under watch were reportedly angered that a multi-billion-naira federal intervention project was awarded to a single figure instead of being distributed among leading former militant commanders.

“They have made repeated efforts to push for a sharing arrangement, but the Office of the National Security Adviser saw no need for that, especially since the project is already delivering results,” a senior intelligence officer revealed.
