Wike made this announcement on Wednesday, August 21, during a media briefing celebrating his first year in office.

Originally launched in 2014, the scheme was reintroduced in 2023 following a N908.3 billion agreement with concessionaires NAJEC Limited and Messrs Automaten Technik Bauman Nigeria Limited. This contract projected a revenue of approximately N26.93 billion over a 10-year period for each concessionaire.

In August 2023, the then Permanent Secretary of the FCT, Olusade Adesola, signed the agreement on behalf of the FCT. Adesola had asserted that the scheme’s reintroduction was supported by the six area councils and aimed to enhance orderliness and organization in the city.

However, Wike revealed he was not informed about the reintroduction. He criticized the agreement, which allegedly allocated 80 percent of the revenue to the contractors and only 20 percent to the administration.

Wike instructed that a public statement be issued to clarify that the scheme is illegal and that residents should not be charged for parking in front of their homes or businesses.

Wike recounted a conversation with a senior advocate who informed him about officials from the Transport Secretariat attempting to enforce the scheme. Upon investigation, Wike discovered that the scheme involved agreements with consultants who took a disproportionate share of the revenue.

The Minister has directed that a statement be issued to notify the public of the scheme’s illegality and ensure transparency.

He also noted that such contracts were often arranged in collusion with various secretariats within the administration. Wike emphasized his commitment to reducing corruption, acknowledging the challenges of working with civil servants while striving to minimize corruption to its lowest levels.
