A senior INEC official disclosed to Saturday PUNCH that the new election framework aims to rectify logistical challenges and refine technical processes to ensure a smoother electoral process in 2027. Additionally, INEC is developing a 2027-2031 Strategic Plan to replace the existing 2022-2026 framework, which expires in December 2026.
A crucial component of this initiative is the creation of a transitional document bridging the gap between the expiration of the current plan and the 2027 elections. “This document will serve as the foundation for the 2027 EPP, ensuring continuity in election planning,” the official explained.
While the 2022-2026 Strategic Plan emphasized institutional development, capacity building, interdepartmental synergy, and resource management, the EPP will be a more targeted, election-specific framework addressing issues from previous elections.
Investigations by Saturday PUNCH revealed that INEC first introduced the EPP for the 2015 general elections and has since applied it in 2019 and 2023. However, challenges experienced in the 2023 elections have prompted the commission to refine its approach for 2027.
“We are updating our election templates to enhance efficiency and reliability. Lessons from the 2023 elections are shaping our preparations for 2027,” the source added.
The 2023 general elections involved 93,469,008 registered voters across 176,846 polling units, requiring extensive logistical coordination with over 1.5 million electoral personnel and 182,491 vehicles deployed nationwide. Despite these efforts, logistical and technical setbacks, particularly the failure to upload presidential election results to the INEC Result Viewing (IReV) portal, highlighted areas needing improvement.
