Jim Obazee, the investigator, has urged President Bola Tinubu to authorize the prosecution of former cabinet secretary Boss Mustapha and ex-central bank chief Godwin Emefiele for their alleged involvement in the removal of $6.23 million cash from the bank’s vault in Abuja.
The purported theft, said to have occurred on February 8, 2023, approximately two weeks before the presidential election on February 25, was among several alleged instances of corrupt diversion of public funds linked to Mr. Emefiele and other officials from the Buhari administration.
In an undated memorandum believed to have reached the president on December 20, 2023, Mr. Obazee detailed the heist to Mr. Tinubu, stating that on February 7-8, 2023, investigators discovered the “unlawful removal of $6.23 million from the vault cash of the foreign payments office, Abuja branch, of the Central Bank of Nigeria,” with the acts captured on CCTV footage.
Despite Mr. Obazee’s own history of corruption and abusive behavior, he claimed that efforts to steal the cash began on January 26 when Mr. Mustapha sent a memo to Mr. Emefiele requesting $6.23 million in cash. The memo followed a previous directive dated January 23 from Mr. Buhari to Mr. Mustapha regarding “Presidential Directive on Foreign Election Observer Missions.”
While Mr. Obazee did not provide the requested video, he alleged that the money was not allocated to foreign observers. According to him, a CBN employee flagged the transaction as suspicious but failed to take action. Mr. Obazee considered the unreported transaction as part of a larger conspiracy to conceal wrongdoing by the previous regime at the CBN.
The investigator proposed charges against Messrs. Mustapha, Emefiele, and others, including forgery, concealment, stealing, conspiracy, and fraud. He also indicated that the investigation into CBN’s actions under Mr. Emefiele would continue. Notably, Mr. Obazee did not immediately recommend charges against Mr. Buhari, leaving the possibility open for future evidence to compel such action.
Upon reaching out for comments, Mr. Mustapha declined, while an aide to Mr. Emefiele stated that the former CBN chief, recently released after 195 days in custody, had no comments.
