The Economic and Financial Crimes Commission (EFCC) has revealed an alleged misappropriation of N37,170,855,753.44 in the Ministry of Humanitarian Affairs during the tenure of former minister Sadiya Umar-Farouk. Okwete is accused of further transferring N6,746,034,000.00 to Bureau De Change Operators, withdrawing N540,000,000.00 in cash, purchasing luxury cars worth N288,348,600.00, and acquiring upscale properties in Abuja and Enugu with N2,195,115,000.00. The investigation also links Okwete to 53 companies, with 47 of them allegedly securing Federal Government contracts totaling N27,423,824,339.86.
Checks with the Corporate Affairs Commission reveal that Okwete is a director in only 11 of the 53 companies, with the remaining 42 companies’ accounts linked to his Bank Verification Number as a signatory.
The Ministry of Humanitarian Affairs oversees eight agencies, including the National Social Investment Office and the National Commission for Refugees, Migrants, and Internationally Displaced Persons. Umar-Farouq, the former minister, was appointed by President Muhammadu Buhari in July 2019.
This revelation follows a previous discovery by the Independent Corrupt Practices and Other Related Offences Commission in 2020, exposing N2.67 billion intended for the ministry’s school feeding program in private bank accounts. The former ICPC Chairman, Prof Bolaji Owasanoye, disclosed the findings, including 18 buildings, 12 business premises, and 25 plots of land.
Socio-Economic Rights and Accountability Project (SERAP) has called for transparency and accountability, urging the Minister of Humanitarian Affairs to publish the names of those suspected to be responsible for the misallocation of funds or face legal action.
The EFCC has not officially confirmed or denied the story. Human rights lawyer Tolu Babaleye and civil society organizations advocate for a comprehensive probe of previous administrations, with some calling for President Bola Tinubu to lead such investigations. However, legal experts highlight the limitations of the law, emphasizing the need to target specific individuals rather than probing entire administrations.
