In addition to these directives, he inaugurated three committees with the aim of expediting the implementation of the initiative, as outlined in a statement by his Special Adviser on Media, Orji Uchenna, on Tuesday.

In May 2023, the government entered into an agreement to utilize private-sector investments to enhance facilities and operations on selected routes, with an anticipated revenue generation exceeding N11.54 trillion over the 25-year concession period. This initiative, structured as a Public-Private Partnership in the construction, operations, and maintenance of highways, is designed to enable concessionaires to recover their investments through toll and non-toll revenues as mutually negotiated.

Despite the approval granted eight months ago, the contractors have yet to commence work on the sites, leading to frustration on the part of the minister, expressed during a recent meeting with directors.

During the meeting, Umahi emphasized the urgency of concluding matters related to successful companies within the month, stating that any non-serious contractors would be replaced by those genuinely committed to the project.

At an event held at the ministry headquarters in Abuja, Umahi stressed the importance of the committees working diligently to meet the expectations of Nigerians in terms of transparency, standards, and efficiency in contract negotiations.

The minister also directed a review of the scope of work and cost implications, considering current economic dynamics and the new policy direction of the present administration. He urged concessionaires to adhere to set criteria and project timelines.

Umahi specified, “Our business is to ensure that your design conforms with the ministry’s standard of design. We want to have a standard road infrastructure to toll. Every one of the projects must have alternative routes. The number of toll gates and toll stations will be determined by the Infrastructure Concession Regulatory Commission.”

To enhance safety on the roads, the minister mandated the inclusion of CCTV cameras, solar lighting, and security measures. Three committees, namely “Scoping and Design,” “Financial,” and “Due Diligence and Agreement Review,” were established to oversee the realization of the Highway Development and Management Initiative. In constituting the Due Diligence Committee, Umahi emphasized the need for efficiency and set a target to hand over the project sites to committed contractors by the end of March 2024.
