Cardoso expressed his disappointment with the sensationalized coverage of the issue, stating that restructuring is a standard practice for any vibrant organization. He explained that the goal is to align the bank’s structure with its functions and objectives, redistributing skills to achieve a more balanced geographical spread of talent.

The decision to redeploy over 1,500 personnel from the headquarters to other branches has sparked outrage. A memo issued to staff explained that the move aims to optimize the operational environment, ensuring compliance with building safety standards and efficient utilization of office space.

Despite criticism from the Northern Elders Forum and other Northern groups, the relocation has reduced the HQ occupancy level from 4,233 to 2,733 personnel. The affected departments include Banking Supervision, Other Financial Institutions Supervision, Consumer Protection Department, Payment System Management Department, and Financial Policy Regulations Department.

Cardoso defended the move, stating that concentrating a large number of technical skills in one location to the detriment of others is not beneficial. The objective is to realign and ensure that skills are distributed where there is a shortage. He also emphasized the importance of having the right skills in proximity to entities regulated by the CBN, particularly those based in Lagos.

Acknowledging that the CBN headquarters is overpopulated, Cardoso expressed optimism that the ongoing measures would help alleviate the issue. He emphasized the need to manage potential challenges arising from an overpopulated environment and ensure the effective functioning of the central bank.
