In a comprehensive investigation, it was discovered that in 2019, Kano State’s Rural Water Supply and Sanitation Agency (RUWASA) had granted a contract worth N7 million to Safnaj Synergy WorldWide for the construction of hand pump boreholes in five communities within the Tsanyawa Local Government Area. This company is owned by Gwarmai.

Residents of these communities, including Kwarka, Farsa, Sabon Garin Yancibi, Kokai Gabas, and Zango, continue to experience water shortages due to the lawmaker’s negligence in implementing these projects.

One village, Kwarkwa, which contributed N1.2 million for boreholes that never functioned, is now desperate for clean water. Villagers often resort to fetching water from an unsanitary stream. Adding to the woes, it seems Gwarmai might have created Safnaj Synergy WorldWide specifically for such contracts, as the company was registered shortly before being awarded the contract.

Further complicating matters is the revelation that charity boreholes constructed by organizations like the Qatar Foundation and UNICEF in these communities are occasionally misattributed as government projects, further blurring the lines of accountability.

Gwarmai’s actions clearly violate several sections of the Public Procurement Act 2007, which prohibits public officers from possessing interests that might conflict with their official duties.

When contacted, Gwarmai declined to comment and later became unreachable.

RUWASA’s Director of Physical Planning, Yusif Abdullahi, said the House of Assembly members decide which contractors to use for constituency projects, making oversight challenging.

The findings shed light on the pressing need for transparency and accountability in public projects, especially when the health and well-being of constituents are at stake.
