Former National Commissioner and Chairman of the Information and Voter Education Committee (IVEC) at the Independent National Electoral Commission (INEC), Barrister Festus Okoye, has advocated for amending Nigeria’s Constitution to consolidate the country’s electoral management under a single body. Okoye explained that both INEC and the SIECs are established under Sections 153 and 197 of the Nigerian Constitution and their powers are defined in Parts I and II of the Third Schedule. INEC is responsible for organizing and overseeing elections for presidential, gubernatorial, and legislative offices, as well as for political party registration and audits. Additionally, INEC conducts elections for the Area Councils in the Federal Capital Territory.

In contrast, SIECs are tasked with managing local government elections within their states and advising INEC on voter register matters related to these elections. Okoye emphasized that strengthening democracy and ensuring the effective functioning of local governments require avoiding policies that undermine their existence.

He proposed that integrating the SIECs into INEC to form a unified electoral body would improve efficiency. This consolidation could address the inefficiencies and redundancies currently present, streamline election management, and maintain high standards in local elections.

Okoye also referenced past recommendations from the Electoral Reform Committee (2008) and the Constitution and Electoral Reform Committee (2017), which advocated for incorporating SIECs into INEC. He believes that merging the bodies would support federalism and enhance grassroots democracy without compromising federal principles.
