This revelation comes from the approved 2024 budget for Abia State, signed by Governor Otti at his private residence in Nvosi, Isiala Ngwa South Local Government Area.
Governor Otti underscored that the budget aims to boost the economy, foster socio-economic development, and elevate Abia State from underdevelopment. However, concerns have arisen due to the breakdown revealing significant allocations, including N5,946,756,437 for motor vehicles, N2,704,980,600 for vans, N949,000,000 for trucks, and N3,011,804,906 for buses. Additionally, N105,000,000 has been earmarked for motorcycles and bikes.
The Governor’s Office is allocating N1.8 billion for unspecified motor vehicles, N412 million for motor vans, N712 million for two Nissan trucks units, and N1 billion for brand-new buses.
State ministries, departments, and agencies also allocated substantial amounts for vehicle procurement. The budget lists various brands like Toyota, Nissan, and Innoson for procurement.
Despite relying on borrowing for over 70% of the N567.2 billion budget, a significant portion has been approved for new vehicles. SaharaReporters notes a deficit of around N400 billion, intended to be covered through local and external borrowings. The estimated revenue for 2024 is N166 billion, sourced from grants, IGR, government allocations, and other income streams.
Contrary to allegations of extravagant spending on refreshments, meals, honorarium, allowances, and welfare packages, the government refutes these claims. In the leaked budget performance report, an additional N737,922,661.25 was allocated for vehicle purchases during that period, without specifying quantity or recipients.
The budget reveals allocations of N223,389,889.84 for refreshments and meals, N305,400,000.00 for honorarium and sitting allowance for government officials between July and September 2023. Welfare packages amounted to N397,520,734.00, while N362,804,050.00 was spent on trucks and an additional N400,890,000.00 for buses.
Notably, N252.4 million covered the expenses of the Deputy Governor’s office for three months. However, a mere N25 million was allocated for public school repairs, despite widespread reports of deteriorating conditions in numerous public schools across the state. Many school buildings suffer from neglect, with leaking roofs, broken furniture, and damaged doors and windows, according to online reports.
