NNPC spokesperson Olufemi Soneye announced that truck loading would begin on the same day, signaling the start of operations at the refinery. “Port Harcourt Refinery begins production. Truck loading starts today, Tuesday,” Soneye told our correspondent.
In an update on social media, the NNPC added: “NNPC Ltd delivers Port Harcourt Refinery as plant begins truckout of products today, Tuesday, 26th November 2024 at 1:45 PM. Watch the commissioning and trucking-out event LIVE.”
The refinery will initially operate at a capacity of 60,000 barrels per day, producing Premium Motor Spirit (PMS), diesel, and other refined products for the Nigerian market. This marks the second active petrol-producing refinery in the country, following the start of operations at the Dangote Refinery in September.
The Port Harcourt Refinery is one of three refineries owned by the Federal Government and managed by the NNPC. Nigerians have long hoped that domestic refining would lower fuel prices and reduce the country’s reliance on imported refined products.
Located in the oil-rich Niger Delta region, the Port Harcourt Refinery has been operational since 1965, but it fell into disrepair over the years. In March 2021, the Nigerian government secured a $1.5 billion loan for the plant’s renovation and modernization.
The refinery had previously missed several completion deadlines, with the NNPC citing risks and challenges inherent in rehabilitating a brownfield project. Mechanical completion was achieved months ago, and the NNPC began commissioning key equipment and processing units. However, the company encountered unexpected challenges during the process, which delayed the project further.
Despite these setbacks, NNPC officials assured that the issues were resolved, and commissioning activities have now resumed, bringing the refinery closer to full operation.
