The Senate Committee tasked with reviewing the 1999 Constitution has disclosed plans to deliberate on 31 separate proposals for the creation of new states as part of a broader constitutional amendment initiative.....KINDLY READ THE FULL STORY HERE▶

Senator Barau Jibrin, Deputy Senate President and chair of the committee, revealed that these submissions will be examined during a two-day zonal public hearing scheduled for July 4 and 5, 2025.

The hearings will be held simultaneously across six geo-political zones: Lagos (South-West), Enugu (South-East), Ikot Ekpene (South-South), Jos (North-Central), Maiduguri (North-East), and Kano (North-West).

In a statement released on Sunday, Ismail Mudashir, Special Adviser on Media and Publicity to the Deputy Senate President, emphasized the committee’s commitment to gathering citizens’ opinions on a wide range of constitutional reform issues.

According to Mudashir, state creation requests submitted so far include:

  • Five from the South-West, South-South, and North-Central

  • Seven from the North-East

  • Six from the North-West

  • Three from the South-East

In addition to state creation, the committee will also consider key national issues, including:

  • Local government autonomy

  • Judicial and electoral reforms

  • Establishment of state police

  • Inclusive governance

One of the bills aims to constitutionally recognize local governments as a distinct tier of government with guaranteed tenure.

Other notable proposals include:

  • A bill to establish an independent National Local Government Electoral Commission (NALGEC) to conduct and oversee local council elections.

  • Two bills seeking to create state police and a state security council for improved internal security coordination.

  • Six fiscal reform bills, including:

    • Empowering the Revenue Mobilization, Allocation and Fiscal Commission to enforce remittances and manage disbursements from the Federation Account.

    • Provisions to streamline the revenue allocation review process.

    • A bill mandating timelines for the President or Governors to present appropriation bills to their respective legislatures.
