Bello made the remarks on Wednesday while speaking on Channels Television’s Sunrise Daily programme.
He noted that although the term “terrorist” is commonly used in public discussions, it lacks legislative backing, preventing security agencies from fully treating bandits under anti-terror laws.
“I’m not aware of any law passed by the National Assembly that formally declares bandits as terrorists, and this legal gap makes it challenging to act decisively,” Bello said during the live interview.
He described the absence of such legislation as a serious loophole that slows robust security responses and allows bandits to continue negotiating with communities or escaping without arrest.
On long-term solutions, Bello did not hold back, linking the root of insecurity to Nigeria’s governance structure.
“The solution to insecurity in Nigeria is to go back to the factory settings—regionalism,” he asserted, advocating for constitutional amendments to restore a regional system. Bello argued that decentralised governance would enable states and regions to respond faster, manage security independently, and reduce the bottlenecks currently hindering federal security coordination.
He also urged citizens to stay informed through official channels and support reforms he believes can “reset Nigeria to its original foundation for security, growth, and prosperity.”
