Gambari, who served in the role from May 2020 until the end of Buhari’s administration in May 2023, made this revelation during an interview on Channels Television’s Inside Sources on Friday.
“They knew his vulnerable moments; they knew how and when to sneak in memos because of their informal access to him,” Gambari said.
He recalled that upon his appointment, President Buhari had instructed that all memos must pass through the Chief of Staff. Despite this directive, Gambari noted that individuals still managed to reach Buhari directly by exploiting his weaknesses and using trusted intermediaries. “Even the Vice President, Yemi Osinbajo, always routed his memos through me, as did many ministers. But some still found their way to him from behind. The good thing is, those memos usually circled back to my desk,” he added.
Gambari, a seasoned former diplomat with the United Nations, acknowledged the existence of a powerful inner circle around Buhari—often referred to as a cabal—that held substantial influence over presidential decisions.
“Yes, there was a cabal. Every government has one. Whether you call it a kitchen cabinet, a think tank, or close advisers—it’s part of the presidency,” he explained. “Even former President Obasanjo had his trusted group, such as the Aboyades and others. It’s normal for any leader to have people—both inside and outside government—with whom they feel safe and open.”
Reflecting on Buhari’s first stint in power as a military leader, Gambari said, “I wasn’t privy to why his colleagues overthrew him in 1985, but I was told part of the reason was that the military grew frustrated with the growing influence of non-military advisers in the Supreme Military Council.”
