Renowned columnist, journalist, unionist, and human rights activist Owei Lakemfa, who currently serves as the President of the Society for International Relations Awareness (SIRA), emphasized the imperative for Nigeria to prioritize the welfare and well-being of its citizens as a cornerstone for effective foreign policy. Speaking as the Chairman at the 2023 Annual Lecture of the Association of Retired Career Ambassadors of Nigeria (ARCAN), themed “Foreign Policy Agenda Under the Tinubu Administration,” Lakemfa underscored the significance of a robust Domestic Policy, stating, “No country can be great if its Domestic Policy is floundering and not sound.” The lecture itself was delivered by Amb. Yusuf Tuggar, the Minister of Foreign Affairs.
Lakemfa advocated for a strategic focus on the Economic Community of West African States (ECOWAS) within Nigeria’s Foreign Policy framework. He also emphasized the importance of maintaining an Africo-Centric Foreign Policy, placing Africa at the center of diplomatic considerations. The OOATU scribe outlined four essential elements for an effective Nigerian Foreign Policy: ensuring the welfare and well-being of citizens, guaranteeing national security, building a strong economy and currency, and defending and promoting these three pillars.
Notably, Lakemfa discussed the emerging foreign policy thrust based on a 4D Diplomacy Concept, centering on Demography, Development, Diaspora, and Democracy. He commended this conceptual framework but urged the need for practical implementations and concrete measures. Lakemfa particularly emphasized the importance of the diaspora, suggesting a thorough evaluation of its role within the Foreign Ministry rather than as a separate entity.
In proposing a proactive approach, Lakemfa recommended organizing an all-inclusive foreign policy retreat, akin to the 1986 All-Nigeria Conference on Foreign Policy in Kuru. Such a retreat, involving diverse segments of society, could generate a comprehensive roadmap with practical recommendations. The objective would be to guide not only the current administration but also incoming ambassadors and diplomatic outposts, extending the guidance beyond the Tinubu administration.
The President of ARCAN, Amb John Shinkaiye, acknowledged the prevailing security challenges in Nigeria, including terrorism, insurgency, and internal conflicts. He stressed the necessity of collaboration with regional, continental, and global partners, citing the situation in Niger Republic and other countries under military rule in the region. Shinkaiye affirmed ARCAN’s commitment to advocating for change that aligns with the best interests of the nation.
