Gov Otu Shakes Up Civil Service, Appoints Orok Okon As Cross River’s New Head Of Service

Okon’s appointment, effective September 19, 2025, follows the retirement of Dr. Innocent Eteng.
In a statement on Tuesday signed by his Chief Press Secretary and Special Adviser on Media and Publicity, Linus Obogo, the governor commended Eteng for his decades of dedication and service, describing his career as “a beacon of excellence and commitment.”
Governor Otu urged the new Head of Service to bring vision, integrity, and reform-driven zeal to the role, emphasizing that his administration remains committed to promoting competent leadership across public institutions.
“The new Head of Service is expected to foster efficiency, professionalism, and accountability across the public service. This appointment reflects the administration’s resolve to strengthen the machinery of governance for optimal service delivery to the people of Cross River State,” the statement noted.
Governor Otu had appointed Eteng as Head of Service in September 2023, shortly after assuming office in May of that year. During his tenure, Eteng introduced reforms such as the regularisation of long-serving casual workers and initiated plans to recruit new staff to address vacancies caused by mass retirements, ensuring a merit-driven and professional workforce.
Before his elevation, Okon served as a Permanent Secretary in the Cross River State Civil Service, including at the Ministry of Justice. With years of administrative and legal expertise, he is expected to consolidate ongoing reforms and drive the civil service toward greater efficiency.
According to the governor, the transition underscores his commitment to repositioning the civil service as the engine room of governance, with Okon now tasked with sustaining momentum and deepening reforms for the benefit of thousands of workers across the state.
