On Thursday, the House of Representatives passed the 2023 Appropriation Act (Amendment) Bill 2024 and the 2023 Supplementary Appropriation Act (Amendment) 2024. The legislative chamber unanimously supported the clauses within both bills, which extend the capital expenditure implementation period from June 30, 2024, to December 31, 2024.

President Bola Tinubu presented these bills via a transmitted letter to the parliament, read by Speaker Tajudeen Abbas. The bills, titled the 2023 Appropriation Amendment Bill 2024 and the 2023 Supplementary Appropriation Amendment Bill 2024, were deliberated upon after the House cut short its recess to address them.

During the session, House Leader Julius Ihonvbere clarified that there were no alterations to the contents of the 2023 supplementary budget, only a request to adjust the implementation timeline to complete ongoing projects. Minority Leader Kingsley Chinda expressed concerns over managing multiple budgets concurrently, suggesting that unfinished 2023 projects be transferred to the 2024 supplementary budget instead.

Despite differing opinions, including objections from opposition lawmakers, the House proceeded to vote on the bills after a closed-door session. Speaker Abbas emphasized the security focus of the 2023 supplementary budget, urging support from all members, leading to the approval of both bills.

Earlier, the Senate had also extended the implementation period of the 2023 supplementary budget to December 31, 2024, aligning with the House’s decision.
