Civil society organizations and advocacy groups have strongly criticized the decision made by the Accountant General of the Federation, as well as the finance commissioners of all 36 states, and other government officials, for opting to conduct a workshop in the United Kingdom amidst a significant economic downturn.

Reportedly, the Office of the Accountant General organized a workshop focusing on Public Financial Management and International Public Sector Accounting Standards (IPSAS) in London, UK. The workshop took place at Copthorne Tara Hotel in Kensington from March 4 to March 9, 2024, bringing together state finance commissioners and officials from the Office of the Accountant General of the Federation.

During the five-day event, participants engaged in discussions concerning IPSAS and its implications for accountability. Additionally, critical topics such as accounting and reporting in a hyperinflationary economy, along with challenges in public financial management implementation in Nigeria, were thoroughly examined. The workshop also addressed issues surrounding budget implementation challenges.

Nigeria currently faces a persistent foreign exchange crisis, exacerbating difficulties for businesses, particularly manufacturers. This crisis, stemming from governmental decisions such as the removal of petrol subsidies and the floating of the naira, has endured for some time.

Furthermore, the nation contends with high inflation rates, which have diminished consumer purchasing power and contributed to food shortages, prompting protests in various regions. In response to economic challenges, President Bola Tinubu recently implemented measures to reduce travel expenses, including downsizing his entourage.

As part of the workshop itinerary, participants had the opportunity for a courtesy visit to the Nigerian High Commissioner in London. Sessions commenced daily at 10:00 am and concluded at 2:30 pm, with participants departing on March 9, 2023.

However, critics, including human rights groups like the International Society for Social Justice and Human Rights, condemned the decision to conduct the workshop abroad, citing it as wasteful and insensitive to Nigeria’s economic situation. Jackson Omenazu, Chancellor of the group, emphasized the unnecessary nature of the journey and urged for more prudent financial management.

Similarly, Debo Adeniran, Chairman of the Centre for Anti-corruption and Open Leadership, questioned the necessity of the trip and suggested exploring more cost-effective options, such as online training or ‘training of the trainers.’

In defense of the trip, Bawa Mokwa, Director of Press at the Office of the AGF, provided reasoning behind choosing the United Kingdom as the workshop location.
