It emphasized the involvement of various government bodies, including the Bureau of Public Procurement (BPP), the Infrastructure Concession Regulatory Commission, and the Nigeria Extractive Industries Transparency Initiative (NEITI).

The NNPC stated, “To underscore our commitment to transparency, NNPC subjected the selection process to competitive tender procedures guided by Bureau of Public Procurement (BPP) standards, the expertise of the Infrastructure Concession Regulatory Commission, and the active participation of a Transaction Advisor.”

The statement further noted the presence of representatives from NEITI and the Ministry of Justice on the project development team and the evaluation panel.

The national oil corporation refuted claims that the contracts were awarded to a ‘northern cabal’ and asserted that such allegations were baseless and intended to tarnish the reputation of the company. It emphasized that the selection process was transparent and aligned with industry norms.

NNPC revealed that a total of 17 oil firms had been awarded the pipeline rehabilitation contracts. It provided details on the consortiums and companies that received the contracts for different lots.

The statement clarified that while the contract agreement involved building, operating, and transferring, it did not entail the transfer of control of the assets to the companies.
