Mr Umah Ukaonu, have appeared before the Abia State Judicial Panel of Inquiry on the Recovery of Government Properties and Funds in response to a petition filed by A. N. Nwachukwu. The petition alleges connivance and withdrawal of millions of naira.
Another petition challenges the removal of Mrs. Joyce Chidozie Ubani as Head of NG Cares Units and the non-implementation of NG Cares projects in Abia State.
During cross-examination by the Panel’s Counsel, Mr Ejem Kalu clarified that Mrs. Joyce Chidozie Ubani never held the position of State Cares Coordinating Units (SCCU) and explained that the World Bank directives led to his appointment as SCCU.
Kalu detailed the first tranche of money, amounting to 1.1 billion naira, disbursed to six platforms, including Cash Transfer, Labour Intensive Public Work, CSDA, FADAMA, and SCCU. He emphasized that the funds were judiciously used for their intended purpose.
Responding, Umah Ukaonu stated that monies were released and withdrawn from the Ministry for projects and programs, with the signature of the Permanent Secretary, himself as Director of Debt Management, and the Director of Finance.
Ukaonu mentioned the realization of 10 million naira in 2022 from companies partnering with the Abia State government, clarifying that funds from such partnerships were directly deposited into government coffers.
In a separate matter before the Judicial Panel, Mr Henry Nwaijike, the former General Manager of Methodological Complex Nig LTD, claimed that equipment and machines in the company’s warehouses were looted by unknown hoodlums.
The petitioner, Onyebuchi Nwankpa, urged Nwaijike to provide an account of the looting during his handover.
Counsel to the Judicial Panel, Mrs Enobong Okafor, referred to a letter dated 3/5/2022 by Johnson Onuoha, indicating that the evacuation of machines took place before Nwaijike handed over to the acting General Manager, Ada Chukwu.
