There are compelling indications that a deficiency in tracking equipment is impeding police investigations into kidnapping incidents in the country, as revealed by top sources in the Nigeria Police Force. Multiple kidnapping cases have been reported over the last six months, with the police facing challenges in promptly determining the whereabouts of the victims. Despite assurances from the Force Public Relations Officer, Olumuyiwa Adejobi, that the police are actively working to obtain sufficient trackers, there are concerns about the efficacy of their current tracking capabilities.

A potential solution suggested by Adejobi is for families of victims to engage private companies for tracking services and subsequently provide the results to the police for further action.

During the recent World Economic Forum at Davos, Switzerland, the Minister of Communications, Innovation, and Digital Economy, Dr. Bosun Tijani, emphasized the importance of linking the National Identity Number (NIN) to mobile lines, citing benefits such as improved government digital services and enhanced national security.

However, investigations by The PUNCH indicate that security agencies have struggled to utilize technology effectively in tracking and apprehending kidnappers. Confidential sources within the police revealed that critical tracking equipment ceased functioning in 2021 due to a lack of subscription renewal by the authorities.

According to a Deputy Superintendent of Police, the individual responsible for pushing for subscription payment is no longer overseeing the technical unit, leading to the failure to renew the subscription. The tracking equipment relies on GSM connection and Global Positioning System (GPS) technology, which, when operational, allows the police to track kidnappers in real-time.

It was further disclosed that the police, lacking adequate surveillance equipment, often depend on the tracking device owned by the Department of State Services. The recently launched Special Intervention Squad, operating in the Federal Capital Territory, resorts to manual tracking using human intelligence and informants.

A senior officer revealed that the available tracking devices are overburdened, leading to long delays in obtaining results. Only a few states in the country reportedly have access to these devices, exacerbating the challenges faced by law enforcement agencies in addressing kidnapping cases.

Despite the shortage of tracking devices, access to the few available is highly restricted, making it difficult to address abduction cases urgently. Additionally, kidnappers employ tactics such as burning SIM cards and frequently changing locations, complicating law enforcement efforts.

In response to inquiries about inadequate police surveillance equipment, Adejobi promised to investigate but did not respond to subsequent calls.
